DILG-Ormoc monitors P20.65-M barangay development fund

City Director Jesus Horca of Department of Interior and Local Government, this city, said earlier that his office is now aiming its eye at the 20% development fund (DF) of the Internal Revenue Allotment (IRA) in each of Ormoc’s 109 barangays.

Horca said that the total 20% DF would reach P20.65 million which his office monitored. He explained that this total amount is broken to P16,652,253.15 for social development, P2,346,838.20 for economic development and P1,717,081.45 for environmental management.

In its barangay annual investment plan (BAIP) 2009 monitoring, the DF in each village usually allotted for infrastructure projects ranging from the construction of information board worth P11,076.60 to the construction of hanging bridge amounting to P1,756,266.40. Of the 109 villages, this was the highest amount of all projects located at Brgy. Mas-in.

This was followed by Brgy. Lake Danao that appropriated a total amount of P1 million for its additional lighting fixtures (P200,000), electric bill (P50,000), subsidy of electric bill as barangay residences’ refund (P550,000), and improvement of its barangay hall (P100,000) as its social projects, and P100,000 as livelihood economic project.

Other villages which have at least P500,000 BAIP were Brgys. Cogon and Linao. The barangays with lowest appropriation were District 2 for its construction of barangay hall worth P74,297.60, District 3 for the purchase of lot for its proposed barangay hall at P74,348.80 and District 5 for its reinforcing of creek grill cover project worth P74,553.60.

Horca said that 109 barangays have social, economic and environmental projects depending with its priority. “But these projects should be monitored for transparency and accountability of the barangay officials in their particular political jurisdiction,” the DILG city director said.

Ormoc’s 109 barangays have a total IRA of P93.154 million where 20% DF derived. Meanwhile, the top 10 villages that submitted early for their statement of assets and liabilities were: District 19, Ipil, Naungan, District 20, District 15, Liloan, District 27, Juatong, Alta Vista and Maticaa.
